If starting from the Workshop Union Entrance, turn left and then right to clear your path of any hostile puppets. Cross the pipe to the factory’s opposite side, then make another right turn. Continue straight until you reach the end of the path, where you’ll find Black Cat and Fox leaning against a balcony.
Alternatively, if you’re entering from the Venigni Works Control Room, descend from above and exit the room to your right. Take a left turn and proceed straight until you spot the two survivors on the balcony.
