The tier list is divided into four sections. The SS tier signifies the top-performing characters, while the B tier includes those performing less effectively in Honkai Star Rail 1.6.

SS Tier:

Two Ice characters dominate the SS tier in Honkai Star Rail 1.6:

1. Ruan Mei:
   The latest addition, Ruan Mei, emerges as one of the game’s premier support characters. Her abilities encompass damage buffs and team efficiency improvements, significantly easing boss battles.
2. Jingliu:
   Jingliu holds a position as one of the strongest DPS characters in the game. Featuring high multipliers and Area of Effect (AoE) attacks, she retains her status as the top Ice damage dealer in the foreseeable future.

S Tier:

The S-ranked units are strong but not at the level of the SS tier. In Honkai Star Rail 1.6, two Ice characters fall into this category:

1. Gepard:

2. Pela:

B Tier:

1. Yanqing:
   Specializing in single-target damage, Yanqing struggles to shine due to low attack multipliers.
2. Herta:
   Herta focuses on area of effect damage but faces challenges due to being outclassed by other characters in her role.
